If you would like to use an Oracle database for personal use, look for a product called Personal Oracle 8i which can be installed on Windows as a standalone program and does not require a server. You can play around with it, pass some SQL statements, etc. It is the product intended for students and consultants.

The other flavours of Oracle ( Oracle Standard/Enterprise Edition) are for enterprise use and require a server either on NT or Unix platforms. The only major features missing in Personal Oracle 8i as compared to its Enterprise cousins are Networking features and Backup and Recovery. But for personal use, Personal Oracle 8i has all what you need.
