There is also some difference in functions, when you use forms 4.5 the client side's pl/sql is version 1.
A statement like:
v_datec := to_char(sysdate,'nls_date_language=dutch');
will not work under pl/sql v1.
The following will work:
select to_char(sysdate,'nls_date_language=dutch')
into v_datec
from dual;
