Hi

The Oracle Management Server is an NT service (so you'll have to put it on your workstation or an NT server). This talks to a repository (an Oracle DB). You need to install and configure this service from the OEM CD. It is a while since I did this but I believe the second option on the install screen allows you to do this. Install OEM Client Tools doesn't.
