What Nial said: different products in different homes have different locations for (network-) configuration files. One solution may be to introduce tns_admin in your registry (all homes under HKLM\Software\Oracle) and make it point to the diry that contains the (correct) param files. In your case that would be the oracle8i_home\network\admin
