The original question posted was not very clear. Someone coming from an NT environment to a Unix one and looking for tools without reading the manuals will have a hard time, as nice icons are not provided for the "please click me" mindset. Oracle on Unix/Linux is still highly command line driven.

The original poster also made the mistake of not letting us know what he had tried, and what error messages he had received. This gives us the impression that nothing was even attempted.

To answer the questions:

1 - Enterprise Manager is not yet available on Linux. The intelligent   agent is, but the Enterprise Manager gui is only available for   Windows and Solaris at this time. (Linux coming soon)

2 - PL/SQL is not a tool - it is a programming language. sqlplus on   the other hand, can be accessed by typing "sqlplus".

3 - most, if not all, of the Oracle binaries are in $ORACLE_HOME/bin.

    You should start looking there first.
