You did not say what steps you have tried, so it is not easy for us to guess what might help to speed up the "login".

  1. Have you tried to tnsping the db? If it is slow, it would be your network problem.
  2. have you tried to replace your hostname in your tnsnames.ora file and use IP address directly, to see if it improves?

Just a couple of ideas.
