SQL/PLUS embeded in Pro*C for version 8.1.6

I have several PL/SQL blocks embeded in the Pro*C program; when I compile it, I got error message saying "SQLCHECk=SEMANTICS must be defined". Then I update the make file as instructed. The same error still came out. ( I don't see any problem, if the Pro*C module not include any PL/SQL block.)

Then, I used in-line command in my Pro*C program to set option, I got message saying: "SQLCHECK value exceeds command line value.".
