Yes it is universal. Unfortunately.

As for the packages, I have yet to find one from the "big names" that's worth the large $$$ companies pay for them... Usually they are nothing else than straight ports of flat file stuff that was running ages ago in mainframes. Not a PK, a FK or a stored procedure or trigger in sight...
