Who Is the Database User When Logging In From Web / Running Script?

This should be simple but after combing through the Admin pages and 3,000 config files I cannot seem to find where you define the user who actually logs into the database when you access the database from the web server! I'm sure it's simple and right in front of my face in some obviously named file, but I didn't install the system (Oracle 8i on Linux) and just don't know where to look.

Can anyone tell me quickly? I need to know because I need to grant alter table rights to that user because, although I can create triggers when I login to the database, I get privilege errors when I try to do it from a script!
