Those new tracks on OTN are a good thing. for 200$ you've got many software that are normally more expansive and you've got all the major things needed to began a good evaluation and test of Oracle products.

So, if you can't find a trial or free product for the platform that you're expecting of, try one of these tracks. Personnaly I'll purchase two of those tracks asap, for development evaluation.
