Easy config not starting

I think I've seen this asked before (probably many times) but I can't
find the posting. Basically Easy Config doesn't start up when I try
and run it. I can see the jave.exe running but it won't display. I've
had this problem in the past and can't remember how I solved it. Can
anyone help? Thanks.
