Of the two products, Developer is your best bet. MSAccess can be used as the front end using ODBC but using it this way tends to be rather heavy on your network bandwidth. While developer can also be heavy on the bandwidth in a client/server implementation, a lot of the code can be place on the server in the way of triggers and stored procedures.

Developer is not the easiest product to learn. It is a very powerful tool and as such takes some time and experience to learn it well. Many good books are available which can help. The one I used to learn from was the Oracle Developer/2000 Handbook by Robert J. Muller. The name has been changed recently to reflect the later version of developer so you will have to investigate a bit deeper for the actual title. Check out www.osborne.com for some good Oracle reference books.
