Even I am getting the same error when tried to start my OAS from 'Services'. Try to start the OAS using 'OAS Manager' option in the admin utilities. Everything should start fine. But In my case I am getting some errors when I tried to run a PL/SQL procedure :

Can not service this request, please try again later

And tail of my log looks like this :
