Sharing a database over the network?

Hi, I'm new to Oracle.

I have Personal Oracle8 for Windows95 installed on my PC.

I have successfully managed to connect to the local/demo databases by using the given user names & passwords (demo, po8, system..).

My question is, how do I get another PC (by using SQLplus or Oracle8 Navigator) to connect to the first PC's database?

Do I have to add some kind of a network database service in the Net8 Assistant?
I'm using Windows98. Is that a issue?

Does Personal Oracle8 support sharing of databases over a network? If not, then which Oracle package supports this? What's the best package I should get if I'm developing a Internet web application for data warehousing by using perl?
