Yes - although this needs qualification where the license is concurrent this is 'concurrent attatched devices' not user sessions. So you can connect a number of times to the same database. a query on the v$process view with a distinct on the attatched device ids should get close to identifying the number used. If names user license it is the number of user id's set up.
