connect to database question

We have installed Oracle8 o a PC that is connected to the Internet. I have installed Oracle 8 on another machine connected to the Internet and I created a TCP/IP alias for the Oracle server on the first PC. It works fine when I type this alias as a connect string in Sql*plus or OEM, but I get
 ORA-12545: Connect failed because target host or object does not exist when I use this alias to connect in a Forms application(Forms 5.0). Does anyone know what I should do?
