When you created your database, you may have forgotten to run the CATPROC.SQL script. It's located in $ORACLE_HOME/rdbms/admin. There is also another script named CATALOG.SQL that you should run before CATPROC.SQL. Run them both with Server Manager, not SQL*Plus.
