Connectivity problem from Oracle Web server to Oracle 8.0.4

Hi everyone,
I have oracle 8.0.4 on Win NT which is running fine. I installed Orace web Appln server 4.0.7 in the same machine in a different home
as there is a conflict between the required support files for 8.0.4 databse and
4.0.7 server.
Upon installation of OAS I am able to start the OAS , 8.0.4 database, but unable to create a DAD from the Web server to the database. I get the error ORA-12705 Invalid or unknown NLS parameters..

There is no problem starting admin and www listener. Net8 component has also been intalled in the new oracle home.

Any help on resolving the connection would be greatly appreciated.
