Set the NLS_DATE_FORMAT to the one you want on one client, then export the portion of the registry that contains this entry...have your users merge this into their own client registry....

The reason there is a problem is that Oracle substitutes default values for any NLS_ parameters that are not set in the client's registry, if ANY NLS_parameters are set...so, since you have set the NLS_Lang then the only two options are delete the NLS_LANG ( as recommended by the support person) OR add the NLS_DATE_FORMAT setting which will avoid having the default for that value used.....
