I can't tell you all the differences between Oracle and DB2, but Oracle runs on many different operating systems - MVS, UNIX (HP-UX, Solaris, AIX, Linux, DG-UX, IRIX, etc), Windows (95/98/NT), etc.
The Oracle SQL*Loader Utility can accept input from DB2 tables - the Oracle Utility User's Guide has all the details.
