You may try:

  1. check the start-up directory set in the property. Right click the icon, select property. Try point to ORACLE_HOME/bin.
  2. Check the win.ini. You should have an entry like this:

   [Oracle]

   ORA_CONFIG=C:\WINDOWS\ORACLE.INI
              ^^^^^^^^^^

The C:\WINDOWS\ is the path where the ORACLE.INI located.
