How to create database

Does anyone know how to create a database in Personal Oracle 8.03?



When using SQL statement "create database xxxx" where xxxx is the name of
the database, using SQL Plus, I get a error message "ERROR at line 1:
ORA-01031 - insufficient privileges"



I am logged on as SYSTEM/MANAGER



Any ideas? I followed all the steps in the documentation, but I still get
this error message.
