Local database access with win98 and SQL/Plus

Can anybody explain how i can access a (sample)database with SQL/Plus ? I
need it for school, but i can't figure out how to connect to a local
database. Under NT i can start the database service and then connect to it
with SQL/Plus, but this doesn't work with Win98 !!!



Please, can anybody give me an answer?
