net8 easy config ?

I have recently installed the client software for Oracle 8. In installed this on two PC's (Win NT 4.). My PC works fine. The second PC has problems with ORACLE NET8 Easy Config and Oracle NET8 Assistant.
 When I start either of these programs nothing happens. I see the hour glass as if the program is starting and then nothing. Checking the Taskmanager shows that the executable is running. I get no error code.
Any help will be greatly appreciated?
