Enterprise Manager - Cannot submit job

Every time I try to submit a job I get the following error:

VOJ-00508: The 'Selected Destinations' field must be supplied.

Now that is pretty hard to accomplish considering there are no available destinations in the Available Destinations box.

I can see the databases specified in my tnsnames.ora file in the Databases folder in the Navigator Pane window in the Enterprise manager. I can even connect to each of the databases shown.

Does anyone know why the databases are not showing up when I try to submit a job??
