arbitrary date math

how can you put an arbitrary date in a decode function eg:

decode(sign(expiry_date-'1999-12-32')...

the expiry_date is in date column format. I've tried the to_date function but
cant seem to get it to work.. eg to_date('1999-12-31') (and variations there of)

any help is appreciated.
