As it turns out, I had no entry for Reports25_tmp...and in the abscence of such a registry key, I believe it will use the default ORACLE_TMP key...which references c:\orant\book22

However, since We have not oracle book installed (we're using a pared down installation of Oracle) and thus C:\orant\book22 did not exist.

So all I had to do was create the folder and the problem was sovled.

THanks for all your help. (Sometimes the simplest problems take the longest time to track down...)
