This can be a pain to setup. Some things to look at:

  1. Did you follow the instructions in the installation manual exactly (Chapter 5 Post Install Tasks for Specific Products ) when setting up your listener entry? A small mistake in this configuration will cause problems.
  2. Is the listener process for OEORPC running? Try ps -ef |grep OEORPC If not, start it: lsnrctl OEOEPC_xxxx start Where xxxx is usually your machine name.
  3. Have you copied tnsnames.ora to $TNS_ADMIN directory on the SERVER?
