can you connect from SQL*PLUS as scott tiger? my guess is no. sounds like you need to setup your tnsnames file to identify which protocal you are going to connect with. try oracle's bequeth (their protocal). i've never used forms nor personal oracle but do oversee a large NT-based oracle database and i had a similar error arise before (during installation).
