Virtualization can be done in many ways, which can take you out of the bottle neck of running a file system in a image (see sheepdog project), but sadly many providers of virtual machines do not use optimal solutions and there you can end up with extra layers, but at least you can switch scheduler to noop (if you run a proper guest OS).
