Oracle 19c Client Install - RHEL9

I'm trying to install the Oracle 19c client on Red Hat 9. I set the export CV_ASSUME_DISTID=RHEL8 as it says to do in the documentation. When I try to run the installer from the client download, I get the following error:

/usr/bin/ld: cannot find /usr/lib64/libpthread_nonshared.a INFO:
genclntsh: Failed to link libclntshcore.so.19.1 make: *** [/opt/oracle/client/product/19.0.0.0/rdbms/lib/ins_rdbms.mk:56: client_sharedlib] Error 1

According to the sysadmin, that library doesn't exist in RHEL9 and he can't get it. When I installed the database software, I had to tell the installer to apply the most recent RU to get around this. I tried the same thing this time, but I got an error saying that this version of runInstaller can't do that:

ORA19000>[INS-04009] The argument [-applyRU] passed is not supported for the current context Install Usage: runInstaller [<flag>] [<option>]

The command I used is:
./runInstaller -applyRU /oracle/client/19.0.0.0/35940989

We have a customer that is stuck because the InstantClient doesn't support what she needs to do, which is why I'm trying to install the full client.

How can I get it installed?
