[EXTERNAL] dbca can not find EM agent

EM 13.4 agent running.
Running DBCA from 19.14 home to create a CDB. Enter Entrprise Manager connection information and receive a failure. Dbca log states agent is not installed

EM 13.4 agent running.
Running DBCA from 19.14 home to create a CDB. Enter Entrprise Manager connection information and receive a failure. Dbca log states agent is not installed
However, it is up and running per agent status display.
Any idea why dbca can not find the agent?
