A huge change between two releases: every logon executes the following update:
update user$ set spare6=DECODE(to_char(:2, 'YYYY-MM-DD'), '0000-00-00', to_date(NULL), :2) where user#=:1
You can check ash (if you’re licensed) if this statement pops up (sql_id = 9zg9qd9bm4spu ). You can sample v$session otherwise.

We are in situation where post upgrade to 19c , cpu utilization reaching 100%
It was upgraded from 11g 11204 to 19.9
Application team runs certain batch jobs which spawns process and has huge logins , in awr login per sec is 150~
Is logins are heavy weight in 19c compared to 11g or any one faced any similar issue
We have applied certain patches for mga so sure that no issues with mga
Any suggestion/lead will be helpfull
