It also says “All except Linux x86-64”, which is the one I want. I read that to mean that the only one available now is the Linux x86-64.

If you read the note on the right-most column it has a link to the estimated release date.

It looks like the database patches have been delayed.

I'm unable to download the 19c GI combo. The availability of the combo patch files occasionally lag the release of the individual patches. It is frequent enough recently that I generally don't count on the combos to be available for the first 24 hours. The 19.9.0.0.201020 DB, GI, and OJVM patches are available if you click the individual patch links or search for them via the MOS Patches & Updates tab.
