This worked for me in 19.3

 1 declare
  2 type v1_type is table of varchar2(32767) index by binary_integer;   3 v1 v1_type;
  4 begin
  5 for i in 1..30000 loop
  6 v1(i) := rpad('x',32767);
  7 end loop;
  8* end;
SQL> /
declare
*
ERROR at line 1:
ORA-04036: PGA memory used by the instance exceeds PGA_AGGREGATE_LIMIT

The pga_aggregate_limit was 1GB, a loop size of about 26000 would probably have been sufficient.
