Can you explain how to do that? This is our first multi-tenant database.
We have set all of our other metrics successfully on the PDB but can't
figure out how to do our extensions. When we try to pick a target, all
it shows is the CDB.

Not sure what these extensions do but most of them should be deployed
at the Database Instance level. For ones that are specific to a PDB,
you will have to tweak and redeploy as a pluggable database target
extension.
