<https://support.oracle.com/epmos/faces/DocContentDisplay?id=1626147.1> suggests that it is not needed for opatch. That's not quite the same as an answer to "is there a use for this file," but at least we can know that it's not needed for patching.

The doc suggests the following to exclude the file from unzipping: unzip -d <GI HOME> p6880880_121010_Linux-x86-64.zip -x PatchSearch.xml
