  1. I think that reference is about OpenStack on Oracle Linux. Not a general "Can you live migrate using Oracle Linux KVM?" statement.

If the issue is, "can you hard partition to reduce licensing costs and live migrate?", the answer is no.

It all comes down what CPUs are allowed to run oracle stuff.

2) Regarding the hard partitioning and KVM stuff generally, the response from the OL team is pretty much what I said earlier up the chain. If you want hard partitioning for the reduction of Oracle licensing costs, you've got to use the KVM shipped as part of Oracle Linux, configured as described in the notes linked from the policy. This is not a "Use any KVM and we are all good!". The host OS and KVM has to be Oracle Linux. That's how I read it in the policy document. That's how it is. :)
