Well, apart from "evil thingies", there is the good, old catctl.pl:

bash-4.2$ cd $ORACLE_HOME/rdbms/admin
-bash-4.2$ ls *.pl
bulkimport.pl  catcdb.pl  catcon.pl  catctl.pl  odbsrmt.pl rman.pl -bash-4.2$ echo $ORACLE_HOME
/opt/oracle/product/19c/dbhome_1
-bash-4.2$

Oracle 19c is a part of the 12c series of products and I haven't had any issues upgrading 12.1 to 19c. I was using the recipe described here:

Be aware of PERL5LIB trap and may the Force be with you.
