Check if the internal targets are present in the agent.
. $HOME/agent13c ; emctl stop agent
. $HOME/agent13c ; emctl clearstate agent
emctl config agent listtargets

Hey Scott,
From the agent's home (e.g. $OB/agent_13.2.0.0.0), if you run "emctl
status agent", you should see some fun troubleshooting info including
the log directory.
You could try accessing the agent using the URL specified in the "Agent
URL". Do this from both the Agent server and the OMS' server. Likewise
with the "Repository URL". If both of those work, it's not a network
issue. If they do not work, it could be a network issue (someone
mentioned firewall).
