According to the docs, for 12c, section 5.8 in the SQL Language Ref, you must use time zine names, in single quotes, not time zone abbreviations.
I have found that some abbreviations work, but not all. The docs mention that if you need daylight savings etc, then the names must be used. The working abbreviations won't give correct results.
