Yes, it does use Binds.
No, I hadn't tried Force Matching.

This time, I reran DBMS_SQLTUNE.CREATE_TUNING_TASK and DBMS_SQLTUNE.EXECUTE_TUNING_TASK
and did an dbms_sqltune.accept_sql_profile with FORCE_MATCH as well.

Now, I see the new Plan being used !
