I don’t believe there’s a metric to check if logging is disabled at an object level.  There is a configuration collection as to whether it’s in logging or no logging mode, if you are licensed for config/compliance.    You can also write a metric extension to check the objects if you need.

This doesn't sound like a built-in metric, but it would be the simplest of metric extensions to make with a query of the LOGGING column of the DBA_TABLES view.  The real question is, if logging is that important that it needs to be monitored, why isn't force logging used at the database level?
