I just completed an upgrade to 13c on OL7. But I didn't do an upgrade at all. Our hardware was very old, so I did a new install and ran 12c and 13c agents at the same time. Once I was sure I had everything working in 13c, I shutdown 12c and decommissioned it.

I'm part way through a similar migration right now. My EM 12.1.0.5.0 OMS is on OL5. The 11.2.0.3 repository DB was on the same server, but I've upgraded it to 12.1, then migrated to an OL7 box that may someday also host the EM13cR2 OMS. But that move requires an intermediate OL6 box, as EM12c won't work on OL7 and EM13cR2 won't work on OL5.

However, there's some confusion in those docs so I opened an SR with Oracle Support anyway.
