_at_Niall, Franky & Kellyn, Thank you for your inputs. I see that EM 12c would make this easy, but I have a strong feeling that I would be asked to do without cost. EM 12c may be free to use for an Oracle customer, but it does require an application and DB server, which I might not get. I'll definitely pitch the idea and see how it goes.

If EM 12c isn't and option, I would probably use a scrap DB as a repository and have a script pull data from DBA_FEATURE_USAGE_STATISTICS. Any thoughts?

_at_Scott: Entitlement is a totally different ball game. If you are clear on what you are entitled, the you can store this in a table and have custom reports generated to compare between usage and entitlement. If you have recently undergone an LMS audit, you'd know what is your entitlement.
