Hi,
If there is an ODBC driver for the non-Oracle database, you may be able to use Oracle Heterogenous Connectivity - see https://docs.oracle.com/cd/B28359_01/server.111/b28277/toc.htm
I've used this before to connect to SQL Server via regular database link on the Oracle side.
