query times out waiting library cache lock

Hi
I am enabling a PK in a pretty large partitioned table (around 4300 million of rows) and while this process is running all queries against the table hangs on library cache lock, queries as simple as select count(*) from table.
Is this expected in 11.2.0.4 RAC?
