Yes, I even think that as if Standby is down and timeout of 30s will change the sync mode to Arch log and avoid any outage if standby is down. Not sure if Standby got FRA space issue and then this timeout failed and caused the outage. Still not clear but uploaded only trace generated on on Standby to Oracle support

Can you provide any logs from production ? Outage of standby database running in synchronous mode with production can do a short time (until NetTimeout) issue for sessions committing on primary but nothing else.
