Yes, I even think that as if Standby is down and timeout of 30s will change the sync mode to Arch log and avoid any outage if standby is down. Not sure if Standby got FRA space issue and then this timeout failed and caused the outage. Still not clear but uploaded only trace generated on on Standby to Oracle support
