Hi,
I'm pretty sure it will require a diagnostics pack licence. Oracle aren't known giving something for "free" when they've previously charged for it. The last time I can remember this happening was the "Object Option" in 8.0 that became bundled a.k.a "free" with the Enterprise Edition in 8i as no one was really using it.

I hope it doesn't require a diagnostics pack licence but I'd be gobsmacked if that's the case.
