Goldengate is one option with some additional cost for license. But as this require license as well as additional resource who is familar with GG and so not pursue actively. Can you share some details for Golden gate based on your past migration with reference to timing and size. Of course Golden gate can be continued with no downtime and then can make the new environment live when all agreed but if you can provide some more details for easy reference.

Main point is to explore all options and I am sure our list has so many experts who might have challenged such situations.

I would add GG replication to this to syncronize them and reduce downtime. However, export/import of a 7TB database should take a couple of days... so proper undo sizing is essential.
